This game is very broken. Everything is based on implementation points and this is totally messed up. As one example, it can take hundreds of points to increase funding for something like bike lanes by 1%…but you can start a nuclear war with any country for just 20 points. More, you can often reduce funding of something to nothing for under 20 points…and this seems to reset it so maxing out that thing takes fewer points than a 1% increase required before eliminating the budget. Another major issue is that funding for things is based on numbers…and these numbers do not track with currency. It’s common for something to go from “excelent” funding to “completely insufficient”.
